Mm...I think water still weakens him but he's not totally in water so its not stopping him. As for Red Hawk, it really makes no sense. I think right now its being explained as Vulcanized rubber, as stated above as well, but even then they are too far down in the water to plausibly use fire. Really, even a rubber human should have difficulty simply withstanding pressure down there...
First let me correct this
This is the temp of the current human sea temp, but our world doesnt contain the ancient tree eve, who along with suppling oxygen and sunlight to FI, im sure supplies heat (even if its just the heat from the sunlight) This would make the water surrounding FI a nice surface area water temp IMO. (which makes sence because fishmen and mermen are mammals and need heat to survive, no underwater city could suvive if it was such a low temp)

Now in Gear 2nd Luffy creates steam (and with that oxygen) due to the extreme heat that gear 2nd puts on Luffys body. During the time skip and with help from CoA, Luffy has found a way to use the heat and ignite the oxygen which are bad side effects of Gear 2nd and put them to good use.
Effectivally turning Gear 2nds disadvantanges into increased attack power. The under water part is less puzzling then the how he ignited it, *maybe with CoA* as Gear 2nd produces enough gases to shield the flames for the few seconds it was alive.
These are just my ttheories, but i think they make sence in a crazy shonen world, but lets be honest does anyone care why? Next is why sanji can turn in to flames next week with his attack hells memories >.>
